The Former Senior Government Officials (FSGO) announce their completion of a proposal it is offering to all presidential aspirants - “A Do-Able Blueprint for Good Governance Reform: What a Good President and His/Her Cabinet Can Do Within the First Year of Office.”
FSGO is composed of individuals who served in government as senior officials at Cabinet and sub-Cabinet levels under six presidential administrations over the past forty years. FSGO members were drawn to band and work together out of a shared commitment to the welfare and future of our country and people.
FSGO’s Do-Able Blueprint outlines what we consider critical and immediate reforms that should be undertaken within the first year of a new responsive government after the 2010 elections.
“We know that our country’s next President will face tremendous challenges after he or she is elected into office next year,” said Vicente Paterno, a spokesperson for the group. “Instituting reforms will not be easy. But we suggest concrete steps that the new President could take within his or her first year of office to jumpstart change and steer the country towards the right direction, while assessing longer term goals and policies for the rest of his/her term,” he added.
Drawing from the collective expertise and direct experience of its members in various areas and issues of governance, FSGO engaged in a series of forward-looking discussions in the last seven months to come up with the Do-Able Blueprint. “Our goal in charting the Do-Able Blueprint was to outline concrete actions that can be taken or directed immediately by the next President if he or she is really serious about reforms.”
The specific reforms included in the Do-Ables take an open bias for issues that provide the base for other reforms, have a direct impact on the poor and are aimed at strengthening basic democratic institutions. It may be noticed that changes in economic policy, foreign relations and national security are not included; FSGO instead proposes the creation of task forces to critically assess options for certain changes.
FSGO has sent letters offering to provide separate briefings on the proposed Do-Able Blueprint to declared presidential aspirants - Senators Aquino, Escudero, Gordon, Legarda and Villar; Secretary Teodoro; Chairman Fernando, Councilor JC de los Reyes, Brother Eddie Villanueva; and Mr. Nikki Perlas.
